The fire safety certificate

A fire safety certificate is a document confirming that substances, materials, or goods comply with the requirements of the Safety Code of the Federal Law of the Russian Federation No. 123-FZ of July 22, 2008, and/or TR EAEU 043/2017. The certificate is a documentary confirmation that the declared products have passed the certification procedure with tests in an accredited laboratory, and their characteristics, properties in the field of fire safety comply with the requirements of the Technical Standards (123-FZ and TR EAEU 043).

Without a document, it is prohibited to import, export, or sell goods within the Customs Union.

The test report then records the degree of compliance with fire protection requirements and other product characteristics. Different test methods are applied depending on the type of product. An accredited certification body is responsible for the execution and accuracy of the test results.

The EAC User Manual is very similar to the one used in Europe: the difference is that, in the case of the EAC Customs Union market, this document must be drawn up according to GOST standards.
Instructions for use can be created for various products, types and models or series with similar characteristics.

The user manual is created according to the standards GOST R 54 121−2010, GOST R 2.601−2013 and 2.610−2006 and according to the technical regulations of the Eurasian Economic Union:
— TR CU 010/2011 On the safety of machinery and equipment
— TR CU 032/2013 On the safety of pressure vessels.

The product's use, maintenance, and installation must be described to prevent any misuse. The manufacturer's and importer's information, as well as the addresses of both their respective offices, must also be included. Safety instructions are very important and must be clearly visible and easy to understand.

The EAC user manual is produced in digital format and supplied in paper form in Russian with the product.

The certificate must include

  • the description and identification code of the instrument,
  • the name of the manufacturer,
  • the serial number of the instrument,
  • the calibration interval
  • the extremes of the metrological confirmation plan.
Furthermore, a technical descriptive appendix will be issued containing various information including the intended use, field of application of the instrument, construction characteristics and other information.

CALIBRATION CERTIFICATE (POVERKA)

The EAC Certificate for a single order is issued for a defined quantity of products.
Unlike the previous Certification Process, issuing the Single Order Certificate only requires testing of samples.

Therefore, no inspection visits or production analyses are foreseen.
In the case of a certificate for a single order, the following must be specified: the contract between the exporting and importing companies, the invoice, and the serial numbers of the items to be certified.

This certificate is therefore valid only for shipments relating to a specific order and the related invoice.

The GOST R certificate is a document that proves the conformity of a product with the laws of the EAC countries.

The mandatory GOST R certificate is required for some specific product categories.

Currently, the majority of products fall under specific Technical Regulations of the EAC Customs Union, which have been progressively introduced since 2012.

State Product Registration Certificate (SGR)

It is a document confirming product safety and certifying the conformity of goods to uniform sanitary-epidemiological and hygienic requirements, as well as the requirements of the Technical Regulations of the Customs Union. In accordance with Annex No. 1 to Decision No. 299, product registration and the issuance of the SGR are carried out by the bodies of the EAEU member states authorized to ensure the sanitary and epidemiological well-being of the population.

State registration certificates issued by the authorized body of one of the EAEU member states are valid throughout the Union and have a similar appearance and form.

Documents required for submission to the authorized body:

Declaration

A copy of the quality certificate or safety data sheet

Copies of product labels (packaging) or their layouts (certified by the applicant)

Laboratory test and measurement protocols for products for compliance with the Unified Sanitary Requirements

Copies of documents under which the products are manufactured, information on composition

User manual

Other documents upon request of the certification authority

Copies of documents confirming the import of samples (samples) of products into the customs territory of the Union

After submitting the above-mentioned documents, the authorized body considers the application and, after analyzing the product sample in accredited laboratories, makes a decision on whether to issue (or refuse) a state registration certificate.
